Context: The men are all wearing their white kabney becasue they are expecting some important visitors (probably the Williamson party and Paro Penlop) are coming or because some of the important government people are coming. All men wear their kabney as a sign of respect. The kabney is also worn when someone goes to the temple, monastries or offices.
