This guest house had been designed by Paro Penlop (Penlop Tsering Peljor) himself as his own personal palace. It was modelled on the [sic] divine palace of Padma Sambhava, of whom the Paro Penlop regarded himself an emmanation. “This was a beautiful, tall, pagoda-like building , brightly painted and sporting gargoyles on the roof.” (MPOW: 71).” [printed text]

Architecture: Ugyen Pelri Palace was built by the Paro Penlop , Tshering Penjor, in the early 1900s and is now a residence of the queen mother, thus closed to the public. It is designed after Guru Rinpoche's celestial paradise, Zangto Pelri, and is one of the most beautiful examples of Bhutanese architecture. You can get views of the palace from above from the dzong.
