Written in Perso-Arabic and Gurmukhi (this is very hard to see as there is some green residue on the seal). Think the English on the back actually says Kuppoorthulla. Kapurthala was a princely state in Punjab. This could be the seal of Randhir Singh Ahluwalia who ruled from 1852-1870 (first as Raja and after 1861 as Raja-i Rajgan).
