Written in Perso-Arabic and Devanagari. Can make out “Maharaj Ranbir Singh” but not much more. Think the English on the back actually says ‘Cashmere’ so this is probably another seal of Ranbir Singh, Maharaja of Jammu and Kashmir from 1857-1885.
