Written in Perso-Arabic script. The English writing on the back says Bhopal, which was a princely state. From 1819-1926 Bhopal was ruled by women. Do not know whose seal this is but if it was collected in or before 1865, it would be Qudsia Begum, Sikandar Jahan Begum, or Sultan Shah Jahan Begum.
