The writing is in Gurmukhi and Perso-Arabic scripts. Because of this assume it is a Punjabi seal. Think the English writing at the back says Jheend 1862. This is an old British spelling for Jind princely state in Punjab, which is now in modern-day Haryana state in India. Cannot read most of the seal except for the date 1804. Raja Bhag Singh was the ruler of Jind from 1789-1819.
1862/1863 must be the date the seal was collected. [Information provided by Danika Parikh, Department of Archaeology]
