Foster was High Commissioner of the Western Pacific 1964-68 then Governor of Fiji. On Fiji's independence in 1970, he became of Governor-General. The walking stick was recorded as Fijian when donated but is typically Somonon Islands style in design and materials. Probably collected when High Commissioner
