According to Sean Mallon, Senior Curator Pacific Cultures at the Museum of New Zealand Te Papa Tongarewa, the shells on these bands are (Samoan)'Pale Fuiono' or nautilus shell. The headband forms part of the 'Tuiga' headdresses worn across the forehead. RV, 24/03/2014.
